EAC Public Hearings on the Seed and Plant Varieties Bill, 2025
The East African Legislative Assembly (EALA), through its Committee on Agriculture, Tourism and Natural Resources, is conducting regional public hearings on the East African Community Seed and Plant Varieties Bill, 2025 from 24–28 August 2026 across EAC Partner States.
The proposed Bill seeks to establish a harmonised regional framework for the evaluation, release and registration of plant varieties, seed certification, seed testing, seed marketing and protection of plant breeders' rights within the East African Community.
The public hearings provide an opportunity for stakeholders to:
- Share views on the provisions of the proposed Bill.
- Assess its potential impact on farmers, seed companies, plant breeders, researchers and regulators.
- Identify gaps and implementation challenges.
- Make recommendations to strengthen the proposed legislation.
- Participate in the regional legislative process.
Stakeholders include farmers, seed producers, plant breeders, research institutions, regulatory authorities, private-sector actors, agtech companies, civil society organisations, youth and women in agribusiness, policymakers and other stakeholders.
Youth in agriculture, agribusiness, agritech, research and related sectors are encouraged to follow and participate in this important regional policy process.
