Call for Concept Notes: Seed Sector Development Project (Uganda)

About This Opportunity

The Embassy of the Kingdom of the Netherlands in Uganda is inviting concept notes for a five-year Seed Sector Development Project under its Food Security portfolio. The programme aims to strengthen Uganda's seed sector by improving access to quality seed for smallholder farmers while supporting the growth of the commercial seed industry. The selected implementing organization or consortium will manage a programme with a maximum budget of EUR 10 million to increase agricultural productivity, strengthen food security, and improve livelihoods through sustainable seed systems. The project promotes climate-resilient agriculture, private sector participation, market development, and inclusive opportunities for women and youth.

Eligibility Criteria

Lead applicant must be a registered national or international non-profit organization (NGO).
Lead applicant must have a registered office in Uganda.
Lead applicant must demonstrate previous management of at least one project worth EUR 4 million or more.
Lead applicant must have proven experience in seed sector development.
Lead applicant must demonstrate experience working with smallholder farmers.
Consortium applications are encouraged.
Private companies, research institutions and cooperatives may participate as consortium partners but cannot be the lead applicant.
Applicants must have strong financial management and governance systems.
